I doubt a lot of big sites even use that old version of the script anymore. However, there are services that offer to build forums for you using that version of the script, which is always dangerous because like you said, there are security holes and threats all over the place. However, I have reason to believe that the service managers have found a way to prevent those types of holes from being exploited by a malicious user.

If you google for "Powered by Invision Power Board(U) v1.3 Final © 2003 IPS, Inc." you're getting a lot of results. Then you need to check if they don't use the IBForen patches and gotcha. But that is more for Kiddies.

Hmm.. I know what your talking about the website hacks and that.. Its a Programs that hack user/pass accounts on websites/.. etc

They are called 'Brute Forcers' .. You have to have some experience with them or read the readme/tut carefully. Because they are hard to use/understand.
