So if I pay a backlink provider to submit all my competitors to 5000 directories and build a link wheel to their site: will that make way for me to get to #1?

I doubt it very much, I think Google have got to be more intelligent than that. Surely they would just omitt suspicious links and give no relevance to them, making spammy backlinking just a waste of time rather than dangerous in terms of rankings.

Anybody here actually had a penalty from Google as a direct result of 'spammy' backlinking?

I would love to be proven wrong, and if I am then I just think it's wierd that Google would do it.

My home page has remained a solid PR 4 for a couple of years. And my links page has been a PR 3 for a couple of years. So either page seems like something worthwhile to provide to another site for reciprocal links.

Where I'm scratching my head, is when it comes to reciprocal links, where would Google recognize the value: from the home page of a site, or the links page? Like if a site has a PR 5 but the links page is PR 1, would the gain for my site be based on the home page 5, or the links page 1? Or would Google split the difference?

Do you have an opinion about what is a minimum PR to exchange with?

Also, on a links page designed for reciprocal links, or reciprocal resources, could it be detrimental to have too many that want "add a site" or the like, within their description or link? Personally, I'd prefer to mostly reciprocate with sites that fit the theme of my site. But its still a question I'm curious about. i'm c++ programmer & web designer, so what kind of website i would open, well i would open website plus forum about c++ programs & web design, now the real question how to make money, well on my website i make custom c++ programs by costumers orders, programs for running in the market, companies fun programs and much more, and you actually sell those programs to the costumers, ofc you will have to be patient and allways work on driving trafic on your website/forum. and in my free time i make themes for peoples forums or websites and again sell them, people are buying this stuff, dont even think "ahhah what a noob who will buy that kind of thing" well they do, and they need it.

O.k so lets start Smile.

1. You need good antivirus, well i will point you guys to bit defender internet security, i know how would you react when just see the name, and probably comment me like "omg i wont pay for antivirus" well here you are wrong, i bought bit defender internet security, and it wasn't trowing the money away, now my pc is really secured with the constant updates, so don't even wait for another virus to strike and destroy your pc.

2. Clearing the history from the internet every time you close your browser, why? O.k this is why, your browser saves the cookies from the visited pages, so in short lanes i will "draw" this small example of what could happened.

HACKER says: Hey man whats up? Dude i made website, check it out http://www.site.com

USER says: Sec.

so we are 1 step to get some security and privacy after all...

3. Manage your downloaded files, well i will suggest you download sand box, its program that holds the downloaded files into "box" and you are able to scan them, don't worry even if the downloaded files are viruses or trojans, keyloggers etc, the box wont let them out without your permission, and you can easy delete them.
