Because of the ease by which blogs can be set up, they have become very popular. This means there are lots around, many in a similar niche to your site.

A good way of promoting your site is to write a blog post about one of these sites (in a positive manner). If you are lucky the blogmaster might mention your site in return.
Yeah blogs are a big thing now for webmasters. I don't even think normal people bother with blogs anymore. They are all pretty much webmaster or business related somehow.

Blogger is full of splogs too. I have like 2 blogs which I rarely post at.

I know for black hat splogs are essential to their strategy.
Yes, i have a few blogs, but i have to admit i'm pretty bad at keeping them updated.

I'd have to disagree with that. Because they are so easy to set up, lots of people have them (even though few run successful blogs). For example, i have a friend whose blog is sport related which gets quite a few hits. All he did was sign up for blogger Shock

I have used this method to get link backs, and it works very well. Unfortunately, it takes time to find relevant blogs and you need to make sure your comment is good or it could be deleted.
Yes, this works. Instead of writing a post about someone elses blog, just post a (quality) comment on their blog and have a link to your own site. Make sure its a good comment or it could be considered spam
