From past experience, its best to make the email personal, but still professional. If i get an overly formal request for a link exchange i usually ignore it - i feel more comfortable if i am approached by a webmaster at a similar level to me.
I think you should focus more on delivering quality content, and then watching as you get proper one way link backs which are far better for your site.

Off course, its important to get relevant link backs. Theres no point getting a link back from a football site if your site is about cheese
You are right on the first part. However Google gives credit to unrelated links too. That is a myth that google only gives credit to related links.
Like said before the best way is to just post your link on other forum. I really hate doing that though, because I always feel like somewhat of a spammer. But, putting links in your signature is one way to get your link on the search engines, without feeling to bad.
I have found that blog comments seem to carry the most weight for my sites. Find a list of o follow blogs and start commenting away.
It is a tricky subject, however it takes time.
Basically I let the work do itself as it were, I leave my link in forum signatures, post it when commenting on blogs and try and add it to online directories.
Backlinks are incoming links to a website. you can get backlinks from Directory submission, Articles, Forums Posts (Signature Links), Link Exchange etc.
Don't forget social sites like facebook, myspace, dig, or other social networking sites.
Imo, social networking sites are the best. I generally search google to find a site whch has content like mine, then ask them to link.
It is a good thing that you ask them first
