I've seen mods for scripts like vBulletin, mybb etc that change the urls to be search engine friendly. Its done using htaccess, and the url is rewritten.

Its because a search engine would find it easier to crawl index.php instead of something like index.php?p=23
Search engines have advanced though so it shouldn't make much of a difference anyhow.

Yes, i think thats one of the reasons people have search engine fridnly links. In terms of seo, they just make it easier for googlebot to crawl.

The description is important,and well the name of the website as well.And depends on the domain,forumotion websites or mybb websites that still have the .darkbb.com or something like that extension are hard to crawl.
I'm using MyBB as my forum software, the new release comes with automatic "search engine friendly" URLs, I've never really understood it myself. If my site can get indexed better with them, that can't be a bad thing. I am quite please to read above.
If your using CMS, you can use Clean URL to remove the special characters on your url. Or on wordpress, you can edit it to make it SE-friendly. You can check also your Google webmaster tools to find out the error page that Googlebot found.
