2.) What is it for?
3.) Is it free or paid?
4.) Best SEO?

2. I'm not quite sure, but i think it helps your site rank better with search engines...

2) SEO is for optimizing a site for higher search engine results. It can include simple things like meta tags to more complex strategies like link building.

3) It depends...you can spend thousands or nothing..it's up to you and your strategy. I spend nearly nothing on SEO.

SEO is something you implement as a strategy. You don't "get" free SEO. You implement it.

Well, for certain forums, there are hacks or mods that will do it for you kinda... like vbulletin's vbSEO.....
