Why only an Index page?...

Ive been searching for a webtemplate for days but every single one I have downloaded has come with nothing but an index page.
I am not an experienced coder and use notepad to edit my templates so why don't people fully code/finish their templates before release?
Just an index page which is busy/filled with images... but no content page which should be blank and ready for text... even if they include "read more" in the live preview they still wouldn't even create a content page.
Anyone know of a website with free full webtemplates?

Generally web templates are available with an index page only...as it is just a template a format which you can copy or use in your website...do you need the whole website as a template???
